David M. Schnurbusch, P.E., F.ASCE (Texas Section) Director and Chairman (2008-2011)
Crespin Guzman, P.E., M.ASCE (Texas Section) Governor, Vice-Chairman (2008-2011)
Crespin Guzman, P.E., regional engineering manager for Klotz Associates in Austin, Texas, was recently elected as a governor of Region 6 of the American Society of Civil Engineers (ASCE). Region 6, one of the Society’s 10 regional governing boards, represents members from New Mexico, Oklahoma and Texas. As regional engineering manager for Klotz Associates, Guzman supervises the firm’s engineering section. Prior to his work in this position, he worked with Claunch & Miller, Inc., and the City of Austin, where he worked for nearly 25 years in the Public Works Department and the Water and Wastewater Utility. Guzman got his start in engineering as a construction surveyor in the U.S. Army. As an active ASCE member, Guzman served as the Austin Branch president and state director. Guzman went onto serve as the President of the Texas Section as well. He is also a member of the National Committee on Equal Opportunity Programs, Committee on Diversity and Career Guidance and the Committee on Diversity and Women in Civil Engineering. Guzman is a founding member of the Austin Chapter of the Society of Hispanic Professional Engineers (SHPE). A graduate of the University of Texas, he has lived in Austin for over 30 years.
He is married with four children.
Marc A. Long, P.E., M.ASCE (Oklahoma Section) Governor, Treasurer (2008-2011)
Marc Long, P.E., business development leader for Tetra Tech, Inc. in Oklahoma City, was recently elected as a governor of Region 6 of the American Society of Civil Engineers (ASCE). Region 6, one of the Society’s 10 regional governing boards, represents members from New Mexico, Oklahoma and Texas. As business development leader for Tetra Tech, Inc., Long has managed more than $60 million in local, state and federal projects over a three-year period. He has also been nationally recognized for his contributions to the I-40 Webbers Falls bridge collapse reconstruction. Previously, Long served as vice president, responsible for project operations and principal marketing operations, for Cobb Engineering Company, also in Oklahoma City. An active ASCE member, Long has served as president, president-elect, branch board member and board member at-large for the Society’s Oklahoma Section. He also served as president, vice president, treasurer, secretary and younger member chairman for the Oklahoma City Branch. In addition, Long served as president, vice president, treasurer and secretary for the ASCE Student Chapter at the University of Oklahoma. Long earned his bachelor’s degree in civil engineering from the University of Oklahoma. A licensed professional engineer in Oklahoma, he resides in Oklahoma City.
Gordon H. Sterling, M.ASCE (Texas Section) Governor (2009-2012)
Gordon Sterling was born on a farm in Northern Ontario, Canada in 1938. After graduating from high school, he taught public school for a year, worked as a laboratory technician in a chromium plant for a year, and saved enough money to register in a co-operative education degree track at the University of Waterloo, Waterloo, Ontario, Canada. He graduated with a Bachelor of Applied Science (BASc, Honours) in Civil Engineering from Waterloo in 1963, and in 1965 he obtained a Master of Science-Civil Engineering (MSCE) from Lehigh University, Bethlehem, Pennsylvania. He has served in many capacities for ASCE. Gordon served for eight years on the Board of Directors of the Offshore Technology Conference (OTC) and Chairman of the OTC in 1998 and 1999. He served for four years on the Coastal Oceans Ports and Rivers Institute (COPRI), Board of Governors, and President of COPRI for one year. Gordon has been on and led other board level ASCE Committees. He currently serves on the ASCE Publications Committee, and on a Special ASCE Task Force evaluating the future of the communications media within the society. Gordon is a naturalized US citizen. He and his wife Susan live in the Woodlands, Texas, and have two grown sons and two grandchildren. Mr. Sterling is in his first year as a Region 6 Governor.
Walter T. (Terry) Winn, Jr., P.E., F. ASCE, BCEE (Texas Section nominee)
Walter T. (Terry) Winn, Jr. obtained his BSCE (1972) and MSCE (1973) from Texas Tech University. He worked as a Design Engineer for Brown & Root, Inc. in Houston (1973-1978) primarily on environmental engineering projects including water, wastewater, solid waste, and spill control facilities for the Louisiana Offshore Oil Port. He was one of the founding employees of KSA Engineers, Inc. in Longview, TX in 1978. He advanced to Principal, Vice President, Secretary-Treasurer and Environmental Division Manager. Clients included industries, municipalities, counties, water utilities, universities, State agencies, and Federal agencies. In 2004, Terry founded Winn Professional Engineers and Constructors, LLC in Longview to offer planning, design, and construction management services for civil and environmental engineering projects. He is active in the Water Environment Federation, Water Environment Association of Texas, American and Texas Council of Engineering Companies, and American and Texas Society of Civil Engineers for many years. He was inducted into the American Academy of Environmental Engineers as a Diplomate in 1985. Terry has had increasingly more responsible levels of service in ASCE. He led the Northeast Texas Branch from Secretary-Treasurer to Vice President, President and State Director. In the Texas Section, he served as Vice President Technical, President-Elect, and President. He was honored with the Texas Section Professional Service Award (1999). He is a trustee of the Texas Civil Engineering Foundation and Secretary-Treasurer of the J. Walter Porter Fellowship Trustees.
Dr. Craig Newtson, P.E. (New Mexico Section Nominee)
Craig Newtson received his B.S. and M.S. degrees in civil engineering from the University of Wyoming in 1989 and 1992. During his masters studies, he investigated the effects of aggregate gradations on mix design and mechanical properties of asphalt mixtures. He then received his Ph.D. from the University of Washington in 1997. He has served on the civil engineering faculties at both the University of Hawaii at Manoa and New Mexico State University, and has served as the faculty advisor to the ASCE student chapters at both schools. He is currently Associate Professor at New Mexico State University. He is an active researcher in concrete behavior, concrete durability and nondestructive testing, and has published several papers related to these topics. He currently serves on ACI committee 306, Cold Weather Concreting, and is a Past-President of the New Mexico Section of ASCE.

David M. Schnurbusch, P.E., received his bachelor's degree in civil engineering from the University of Vermont. Schnurbusch is president and CEO of USA Professional Services Group Inc. in Dallas, a firm specializing in land planning, zoning, engineering, surveying, landscape architecture and construction administration services. With more than 30 years of civil engineering experience, Schnurbusch has been responsible for the land planning, zoning, site engineering and construction administration of more than 400,000 single family lots in Texas. An active ASCE member since serving as a student chapter officer at the University of Vermont, Schnurbusch has served as president of both the Texas Section and Dallas Branch. Among his awards, Schnurbusch received the 1990 Young Engineer of the Year and the 1998 Civil Engineer of the Year awards. He also received the Texas Section's 1997 Professional Service Award and 2003 Award of Honor for eminence in the engineering profession. He has also served the Texas Section in a number of capacities, including that of president, and has been an officer within the District 15 Council. As chair of Region 6, he is serving on the National Executive Board which oversees ASCE operations. He is in his second year as a Region 6 Director.
